The Bipartisan Infrastructure Law (BIL), as well as the previous three federal transportation authorization bills, require that a Coordinated Public Transit-Human Services Transportation Plan be prepared locally through a process that includes representatives of public, private, and non-profit transportation services, human services providers, and the general public. This plan is prepared to provide the Enhanced Mobility for Seniors and People with Disabilities. The plan covers Ohio, Marshall and Wetzel Counties in West Virginia.

Belmont County, Ohio, is participating in a regional pilot program, spearheaded by the Ohio Mid-Eastern Governments Association (OMEGA). OMEGA is the Regional Transportation Planning Organization (RTPO) in east central Ohio.
