The Ohio County Development Authority will construct a 16” water main from a connection point near I-70 in the vicinity of Wheeling Hospital to a business and industry development site in the Dallas Pike area, commonly known as The Highlands. The project will include both the construction of a one million gallon elevated water storage tank located at the Highlands, and a 1,400 GPM pumping station in the Elm Grove section of Wheeling. The project will create new job opportunities and private investment by providing the necessary infrastructure to allow for planned development and expansion at The Highlands. This American Reinvestment and Recovery Act Project is being funded in part by a $6.4 million Economic Development Administration (EDA) grant.
I hereby certify for the Ohio County Development Authority that the following described ARRA infrastructure investment has received the full review and vetting required by law and that as the authorized representative of the Ohio County Development Authority accepts responsibility that the infrastructure investment for the Ohio County Water Supply project is an appropriate use of taxpayer dollars.
David J. Sims
